Generally you can diagnose a carb problem by removing the cover and examining it for dirt (the top on most has a slotted screwdriver hole), then removing the float valve pin and examining the float for damage, then blowing out the carburetor with an air compressor and spraying all inside with a carb cleaner such as Berrymans. If that fixes the issue you can reassemble and test it out. Alternatively you can remove the float bowl on the bottom and examine the rubber seal, then spray inside with carb cleaner to see if that resolves the issue.
